This is the cutter for Stereo Mikroma camera. This camera makes pictures for VM reels and with this cutter you can cut them. Stereo Mikroma cameras take pictures on 16mm single perforated film. With some experience is is possibly to cut the film taken with Mikroma as well.

Cutter has 15 W bulb, for 220V and continental (German) two pin plug.
